Il s\u2019adresse \u00e0 des porteurs de projets publics et priv\u00e9s et vise \u00e0 promouvoir et \u00e0 financer des projets innovants. <\/em><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Les objectifs du programme LIFE <\/strong><\/p>\n<ul>\n<li>L\u2019att\u00e9nuation et l\u2019adaptation au <strong>changement climatique<\/strong><\/li>\n<li><strong>La pr\u00e9servation de l\u2019environnement <\/strong><\/li>\n<\/ul>\n<p>LIFE vise \u00e0 contribuer \u00e0 la mise en \u0153uvre d\u2019une transition vers une \u00e9conomie efficace dans l\u2019utilisation des ressources, \u00e0 faible intensit\u00e9 de carbone et r\u00e9siliente aux effets du changement climatique, et \u00e0 prot\u00e9ger et am\u00e9liorer la qualit\u00e9 de l\u2019environnement et de la biodiversit\u00e9.<\/p>\n<p><strong>Les sous-programmes <\/strong><\/p>\n<p>Pour la p\u00e9riode 2014-2020 le programme LIFE est dot\u00e9 d\u2019un <strong>budget de plus de 3 milliards d\u2019euros<\/strong> \u00e0 l\u2019\u00e9chelle europ\u00e9enne r\u00e9parti en deux sous-programmes distincts :<\/p>\n<p>Le sous-programme \u00ab Environnement \u00bb repr\u00e9sente 75% du budget total du programme. Ce sous-programme est compos\u00e9 de trois domaines prioritaires :<\/p>\n<ul>\n<li><strong>Environnement et efficacit\u00e9 des ressources (ENV)<\/strong> : solutions innovantes pour une meilleure mise en \u0153uvre de la politique dans le domaine de l\u2019environnement ;<\/li>\n<li><strong>Nature et Biodiversit\u00e9 (NAT)<\/strong> : meilleures pratiques pour arr\u00eater l\u2019appauvrissement de la biodiversit\u00e9 et pour r\u00e9tablir des services \u00e9cosyst\u00e9miques, en accordant un soutien consid\u00e9rable aux sites Natura 2000 ;<\/li>\n<li><strong>Gouvernance et information en mati\u00e8re d\u2019environnement (GIE)<\/strong> : campagnes de sensibilisation, partage de connaissances, diffusion de meilleures pratiques, meilleure application des r\u00e8gles en vigueur.<\/li>\n<\/ul>\n<p>Le sous-programme \u00ab Actions pour le Climat \u00bb. Il repr\u00e9sente 25% du budget total du programme. Ce volet est \u00e9galement compos\u00e9 de trois domaines prioritaires :<\/p>\n<ul>\n<li><strong>Att\u00e9nuation du changement climatique (CCM)<\/strong> : r\u00e9duire les \u00e9missions de gaz \u00e0 effet de serre ;<\/li>\n<li><strong>Adaptation au changement climatique (CCA)<\/strong> : augmenter la r\u00e9silience au changement climatique ;<\/li>\n<li><strong>Gouvernance et information en mati\u00e8re de changement climatique (GIC)<\/strong> : am\u00e9liorer la sensibilisation, communication, coop\u00e9ration et la diffusion de mesures d\u2019att\u00e9nuation et d\u2019adaptation au changement climatique.<\/li>\n<\/ul>\n<p><strong>Les crit\u00e8res d\u2019\u00e9ligibilit\u00e9 <\/strong><\/p>\n<p>Les projets doivent pr\u00e9senter au moins l\u2019une des caract\u00e9ristiques suivantes :<\/p>\n<ul>\n<li><strong>Caract\u00e8re innovant<\/strong> : pr\u00e9requis des projets pilotes ou de d\u00e9monstration.<\/li>\n<li><strong>Diffusion de bonnes pratiques <\/strong>(projets du volet nature et biodiversit\u00e9 uniquement) <strong>ou d\u2019information <\/strong>(projets des volets gouvernance et information uniquement).<\/li>\n<li>R\u00e9ponse \u00e0 certains besoins concernant la <strong>mise en \u0153uvre et le d\u00e9veloppement de la politique communautaire en mati\u00e8re de climat et d\u2019environnement<\/strong> : pr\u00e9requis des projets pr\u00e9paratoires).<\/li>\n<li>Mise en \u0153uvre d\u2019une <strong>strat\u00e9gie ou d\u2019un plan d\u2019action en mati\u00e8re d\u2019environnement ou de climat \u00e0 grande \u00e9chelle territoriale<\/strong> (r\u00e9gionale, multir\u00e9gionale, nationale ou transnationale) : pr\u00e9requis des projets int\u00e9gr\u00e9s, plus lourds que les projets traditionnels en raison de l\u2019impact attendu.<\/li>\n<\/ul>\n<p>Le programme LIFE concerne <strong>tous les acteurs les entreprises, les associations, les collectivit\u00e9s, les centres de recherche comme les universit\u00e9s peuvent candidater<\/strong>. Celui-ci ne n\u00e9cessite pas de consortium sp\u00e9cifique. LIFE reste toutefois un programme europ\u00e9en, un consortium repr\u00e9sentant plusieurs pays de l\u2019UE reste un avantage.<\/p>\n<p>Le programme LIFE privil\u00e9gie l&rsquo;innovation et la mise sur le march\u00e9. En ce sens, il repr\u00e9sente une opportunit\u00e9 pour les start-ups en leur permettant de mettre en toute s\u00e9curit\u00e9 leurs solutions sur le march\u00e9, soutenu par des moyens financiers, techniques, commerciaux et d&rsquo;expertise appropri\u00e9s.<\/p>\n<p><strong>L\u2019appel \u00e0 proposition <\/strong><\/p>\n<p>La Commission europ\u00e9enne publie des <strong>appels \u00e0 projets annuellement<\/strong>.
