A cet \u00e9gard, <\/span><span data-contrast=\"auto\">tous les pays du nord veulent que cela soit <\/span><span data-contrast=\"auto\">inscrit<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">En contrepartie de cet accord arrach\u00e9 au pays \u00ab\u202ffrugaux\u202f\u00bb, <\/span><span data-contrast=\"auto\">le budget europ\u00e9en a \u00e9t\u00e9 quelque peu rabot\u00e9 puisque la Commission europ\u00e9enne pr\u00e9conisait initialement une enveloppe de 1100 milliards d&rsquo;euros et le Parlement 1300 milliards. S&rsquo;y ajoutent diff\u00e9rentes <\/span><b><span data-contrast=\"auto\">lignes du budget pluriannuel<\/span><\/b><span data-contrast=\"auto\"> pour un montant de 77,5 milliards d&rsquo;euros, d\u00e9di\u00e9 \u00e0 diff\u00e9rents programmes de l&rsquo;Union europ\u00e9enne, tels que <\/span><b><span data-contrast=\"auto\">InvestEU <\/span><\/b><b><span data-contrast=\"auto\">pour<\/span><\/b><b><span data-contrast=\"auto\"> la recherche (5 milliards)<\/span><\/b><span data-contrast=\"auto\">, le d\u00e9veloppement rural (7,5 milliards) ou encore le <\/span><b><span data-contrast=\"auto\">Fonds de transition juste (10 milliards)<\/span><\/b><span data-contrast=\"auto\"> consacr\u00e9 au soutien des r\u00e9gions les plus en retard dans la transition \u00e9nerg\u00e9tique.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Si <\/span><b><span data-contrast=\"auto\">la France<\/span><\/b><span data-contrast=\"auto\"> tire son \u00e9pingle du jeu<\/span><span data-contrast=\"auto\"> en touchant <\/span><b><span data-contrast=\"auto\">40 milliards au lieu de 35<\/span><\/b><span data-contrast=\"auto\"> pour l&rsquo;aider \u00e0 financer son plan de relance<\/span><span data-contrast=\"auto\">. Les subventions octroy\u00e9es \u00e0 l&rsquo;Italie son<\/span><span data-contrast=\"auto\">t<\/span><span data-contrast=\"auto\"> en recul de 200 millions d&rsquo;euros, \u00e0 81,4 milliards.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Le <\/span><b><span data-contrast=\"auto\">total des subventions s&rsquo;\u00e9l\u00e8ve ainsi \u00e0 390 milliards d&rsquo;euros<\/span><\/b><span data-contrast=\"auto\">. Une ambition revue \u00e0 la baisse, par rapport \u00e0 l&rsquo;enveloppe de 500 milliards initialement propos\u00e9e par <\/span><span data-contrast=\"auto\">la Pr\u00e9sidente de la Commission europ\u00e9enne, Ursula von der Leyen en mai dernier<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true,&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Cette somme devra \u00eatre <\/span><b><span data-contrast=\"auto\">rembours\u00e9e commun\u00e9ment par les Vingt-Sept d&rsquo;ici \u00e0 2058<\/span><\/b><span data-contrast=\"auto\"> au plus tard. Pour ce faire, l&rsquo;UE <\/span><span data-contrast=\"auto\">devrait<\/span><span data-contrast=\"auto\"> se doter de nouvelles sources de revenus, avec en premier lieu en 2021 la cr\u00e9ation d&rsquo;une taxe sur le plastique non-recycl\u00e9. La Commission est charg\u00e9e de pr\u00e9senter une proposition pour un \u00ab<\/span><i><span data-contrast=\"auto\"> m\u00e9canisme carbone d&rsquo;ajustement aux fronti\u00e8res<\/span><\/i><span data-contrast=\"auto\"> \u00bb, ainsi que pour une taxe europ\u00e9enne sur les g\u00e9ants du num\u00e9rique, afin de les introduire \u00abau plus <\/span><span data-contrast=\"auto\">tard \u00bb<\/span><span data-contrast=\"auto\"> d\u00e9but 2023. La Commission devra \u00e9galement se pencher sur l&rsquo;\u00e9tablissement d&rsquo;une nouvelle r\u00e9forme du march\u00e9 du carbone dans les ann\u00e9es \u00e0 venir. Si plusieurs pistes sont ainsi avanc\u00e9es pour couvrir les 390 milliards de subventions, l&rsquo;accord manque toutefois de pr\u00e9cisions sur les modalit\u00e9s de remboursement.<\/span><\/p>\n<p><span data-contrast=\"auto\">L<\/span><span data-contrast=\"auto\">e rapport entre les subventions et les pr\u00eats a <\/span><span data-contrast=\"auto\">lui aussi <\/span><span data-contrast=\"auto\">fait l\u2019objet d\u2019un r\u00e9\u00e9quilibrage. <\/span><span data-contrast=\"auto\">U<\/span><span data-contrast=\"auto\">ne proposition finale de <\/span><b><span data-contrast=\"auto\">360 milliards d\u2019euros de pr\u00eats<\/span><\/b> <span data-contrast=\"auto\">a finalement \u00e9t\u00e9 adopt\u00e9e par les pays membres.
