Le budget du programme de recherche et d\u2019innovation Horizon Europe sera sup\u00e9rieur \u00e0 95 milliards d\u2019euros. Cela repr\u00e9sente une augmentation de pr\u00e8s de 20% par rapport au budget de son pr\u00e9d\u00e9cesseur Horizon 2020.<\/em><\/p>\n<p>Apr\u00e8s plusieurs semaines de n\u00e9gociations au Conseil, notamment enray\u00e9es par le veto de la Pologne et la Hongrie li\u00e9 \u00e0 la question de la conditionnalit\u00e9 de l\u2019Etat de droit pour l\u2019acc\u00e8s aux fonds de l\u2019Union europ\u00e9enne, les Etats membres sont parvenus \u00e0 un accord permettant l\u2019approbation du cadre financier pluriannuel 2021-2027.<\/p>\n<p>Les Premiers ministres hongrois et polonais, Viktor Orban et Mateusz Morawiecki, ont fait \u00e9voluer leur position commune au travers d\u2019une d\u00e9claration commune, soutenue par les dirigeants europ\u00e9ens, et r\u00e9affirmant des grands principes concernant le futur r\u00e8glement permettant de suspendre le versement des fonds europ\u00e9ens \u00e0 un pays ne respectant pas l\u2019\u00c9tat de droit.<\/p>\n<p>Au niveau du budget global du cadre financier pluriannuel, il n\u2019y a pas de changement majeur par rapport au texte initialement n\u00e9goci\u00e9 entre le Parlement europ\u00e9en et les \u00c9tats membres. Ainsi, le montant du budget europ\u00e9en s\u2019\u00e9l\u00e8verait \u00e0 1 800 milliards d\u2019euros entre 2021 et 2027, incluant l\u2019instrument de relance europ\u00e9en Next Generation EU.<\/p>\n<p>Concernant sp\u00e9cifiquement le programme Horizon Europe, le Parlement europ\u00e9en et le Conseil se sont accord\u00e9s sur un budget final qui s\u2019\u00e9l\u00e8ve \u00e0 95,5 milliards d&rsquo;euros, dont 4 milliards, d\u00e9bouchant d&rsquo;un compromis avec les \u00c9tats membres d\u00e9but novembre 2020, et 5 milliards d\u2019euros provenant du fonds de relance europ\u00e9en (Next Generation EU).<\/p>\n<p>Par ailleurs, en examinant la r\u00e9partition des budgets partiels au sein du budget total d\u2019Horizon Europe, on constate d\u2019autres changements.<\/p>\n<p>D\u2019abord, 1,1 milliard d\u2019euros suppl\u00e9mentaires a \u00e9t\u00e9 attribu\u00e9 au Conseil europ\u00e9en de la recherche, ce qui porte le budget total du CER \u00e0 un peu plus de 16 milliards d\u2019euros.<\/p>\n<p>Aussi, des fonds suppl\u00e9mentaires ont \u00e9t\u00e9 accord\u00e9s \u00e0 l\u2019Institut europ\u00e9en d\u2019innovation et de technologie (EIT), lui permettant de travailler avec un budget total de plus de 3 milliards d\u2019euros. Enfin, on remarque une augmentation de 314 millions d\u2019euros du budget destin\u00e9es aux actions Marie Sk\u0142odowska-Curie.<\/p>\n<p>Selon la Commission europ\u00e9enne, les premiers appels \u00e0 projet d\u2019Horizon Europe arriveront au printemps 2021. Les acteurs impliqu\u00e9s dans les diff\u00e9rents domaines th\u00e9matiques mis en avant seront donc rapidement invit\u00e9s \u00e0 mobiliser leur capacit\u00e9 d\u2019innovation, afin des tirer b\u00e9n\u00e9fice de ce vaste budget, tout en r\u00e9pondant aux d\u00e9fis mis en avant par Ursula Von der Leyen lors de sa prise de fonction.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>En d\u00e9cembre 2020, les \u00c9tats membres de l\u2019UE sont finalement parvenus \u00e0 un accord sur le nouveau budget du programme cadre pour la recherche et l\u2019innovation Horizon Europe.
