L\u2019enjeu ici sera de mettre la lumi\u00e8re sur les \u00e9l\u00e9ments susceptibles d\u2019impacter les secteurs de la mobilit\u00e9 et de l\u2019automobile au sein des priorit\u00e9s \u00e9nonc\u00e9es par la nouvelle pr\u00e9sidence.<\/em><\/p>\n<p>Le Portugal a articul\u00e9 ses priorit\u00e9s pour les prochains six mois selon plusieurs axes majeurs. D\u2019abord, l\u2019accent sera mis sur les transitions climatique et num\u00e9rique. On trouve ensuite la mise en \u0153uvre du socle europ\u00e9en des droits sociaux, en tant qu\u2019\u00e9l\u00e9ment distinctif et essentiel pour garantir une transition climatique et num\u00e9rique juste et inclusive. Enfin, la pr\u00e9sidence entend insister sur le renforcement de l\u2019autonomie strat\u00e9gique d\u2019une Europe qui doit rester ouverte sur le monde (en concordance avec le souhait de la pr\u00e9sidente de la Commission europ\u00e9enne, Ursula Von der Leyen, de voir \u00e9merger une \u00ab Europe plus g\u00e9opolitique \u00bb), ainsi que sur le r\u00f4le de premier plan que l\u2019UE a vocation \u00e0 jouer en mati\u00e8re d\u2019action climatique et de transformation num\u00e9rique.<\/p>\n<p>Ces grandes priorit\u00e9s seront d\u00e9clin\u00e9es en lignes d\u2019actions,\u00a0 au sein desquelles les enjeux li\u00e9s \u00e0 la mobilit\u00e9 sont \u00e9voqu\u00e9s.<\/p>\n<p>Premi\u00e8rement, le Portugal entend agir pour \u00ab une Europe r\u00e9siliente \u00bb. Globalement, il s\u2019agira de favoriser la relance, la coh\u00e9sion et les valeurs europ\u00e9ennes au travers du vaste plan de relance \u00e9conomique post-Covid.<\/p>\n<p>Avec l\u2019objectif de diminution la d\u00e9pendance ext\u00e9rieure de l\u2019UE concernant les biens et les technologies critiques par l&rsquo;investissement dans l\u2019innovation, la pr\u00e9sidence souligne \u00e9galement l\u2019importance de d\u00e9fendre l\u2019autonomie industrielle de l\u2019Europe. Elle entend s&rsquo;appuyer sur le d\u00e9veloppement d\u2019une strat\u00e9gie stimulant les cha\u00eenes de valorisation europ\u00e9ennes et favorisant la consolidation des PME ainsi que les secteurs les plus touch\u00e9s par la crise.<\/p>\n<p>Concr\u00e8tement, la pr\u00e9sidence souhaite diversifier la production europ\u00e9enne, les fournisseurs ext\u00e9rieurs et les cha\u00eenes d\u2019approvisionnement globales de l\u2019UE, afin de diminuer la d\u00e9pendance ext\u00e9rieure notamment en mati\u00e8re de technologies de pointe. \u00c0 l\u2019heure du d\u00e9veloppement de l\u2019\u00e9lectromobilit\u00e9, Bruxelles encouragera donc le maintien sur le continent europ\u00e9en de la chaine de valeur li\u00e9e \u00e0 la fabrication d\u2019un v\u00e9hicule \u00e9lectrique.<\/p>\n<p>Deuxi\u00e8mement, le Portugal insiste sur l\u2019importance d\u2019une \u00ab Europe verte \u00bb et leader en mati\u00e8re d\u2019action pour le climat. Les objectifs g\u00e9n\u00e9raux de cette ligne d\u2019action sont l\u2019augmentation de la capacit\u00e9 d\u2019adaptation aux effets de changement climatique et la mise en avant des avantages comp\u00e9titifs d\u2019un mod\u00e8le \u00e9conomique sans carbone.<\/p>\n<p>Plus pr\u00e9cis\u00e9ment, l\u2019objectif annonc\u00e9 comprend la transition vers une \u00e9conomie comp\u00e9titive et neutre en carbone, l\u2019\u00e9conomie circulaire, ainsi que l\u2019innovation et la s\u00e9curit\u00e9 de l\u2019approvisionnement en \u00e9nergie. En ce sens, le d\u00e9veloppement d\u2019une mobilit\u00e9 z\u00e9ro \u00e9mission au niveau europ\u00e9en, ainsi que la transition \u00e9nerg\u00e9tique des industries li\u00e9es \u00e0 la fabrication de v\u00e9hicules, seront largement encourag\u00e9s par l\u2019UE au cours des mois \u00e0 venir.<\/p>\n<p>Troisi\u00e8mement, le Portugal priorisera l\u2019enjeu num\u00e9rique pour l\u2019Europe. Il s\u2019agira de favoriser de nouvelles solutions et strat\u00e9gies num\u00e9riques pour la transition verte notamment dans les domaines de la sant\u00e9, de la recherche et de l\u2019innovation, et de la mobilit\u00e9.<\/p>\n<p>Ainsi, les solutions de mobilit\u00e9 intelligentes seront largement valoris\u00e9es par la pr\u00e9sidence. Sur ce point, on notera que Lisbonne accueillera en avril prochain le Smart Mobility Summit 2021, \u00e9v\u00e9nement ayant vocation \u00e0 mettre la lumi\u00e8re sur les technologies de demain en la mati\u00e8re.<\/p>\n<p>L\u2019ensemble de ces priorit\u00e9s ont \u00e9t\u00e9 r\u00e9affirm\u00e9es par le ministre des infrastructures et du logement, Pedro Nuno Santos, et la secr\u00e9taire d&rsquo;\u00c9tat au tourisme, Rita Marques, lors de leur audition devant les parlementaires europ\u00e9ens le 26 janvier dernier. \u00c0 cette occasion, le Portugal a soulign\u00e9 que le tourisme et les transports sont deux des secteurs les plus touch\u00e9s par la pand\u00e9mie, ce pourquoi il s&rsquo;efforcera de contribuer \u00e0 une relance rapide et \u00e0 une transition du secteur des transports, afin de le rendre plus r\u00e9silient, plus \u00e9cologique et plus intelligent.<\/p>\n<p>Les deux ministres ont \u00e9galement insist\u00e9 sur la mise en \u0153uvre de la nouvelle strat\u00e9gie de mobilit\u00e9 de l&rsquo;UE. Les d\u00e9put\u00e9s de la commission des transports ont notamment salu\u00e9 l&rsquo;accent mis par la pr\u00e9sidence sur la mobilit\u00e9 durable.
